ENERGIE. POLITIC\u0102<\/h2>\n<p>Tr\u0103im timpuri foarte complicate. Globalizarea a dobor\u00e2t gardurile \u0219i, ca \u00eentotdeauna c\u00e2nd gardurile sunt date jos, binecuv\u00e2nt\u0103rile \u0219i blestemele se \u00eempr\u0103\u0219tie necontrolat, blestemele av\u00e2nd prioritate (pitbull-ul vecinilor a\u0219teapt\u0103 m\u00e2r\u00e2ind \u00een fa\u021ba u\u0219ii). \u021a\u0103rile mici au primit investi\u021bii, cele mari au dob\u00e2ndit pie\u021be noi de desfacere, cei mici s-au mai \u00eembog\u0103\u021bit, cei mari au mai s\u0103r\u0103cit (doar pu\u021bin). Produc\u021bia migrat\u0103 spre \u021b\u0103rile s\u0103race a cerut tot mai mult\u0103 energie \u2013 capacitatea energetic\u0103 n-a \u00eenso\u021bit produc\u021bia (cei mari \u0219i puternici au g\u0103sit noi metode de a consuma capacitatea eliberat\u0103).<!--more--><\/p>\n<p>Toat\u0103 lumea e de acord c\u0103 trebuie f\u0103cut ceva. Ce anume, e treab\u0103 de discu\u021bii sterile. Europa investe\u0219te sume uria\u0219e \u00een energiile nepoluante, impune legi \u0219i restric\u021bii care conduc la o cre\u0219tere continu\u0103 a pre\u021bului energiei produse \u0219i, ca efect colateral, la ceea ce Antonio Tajani, secretar de industrii al UE, nume\u0219te \u201c\u201d. La polul opus, US, Canada, China au ales calea evolu\u021biei tehnologice \u0219i, concomitent cu ni\u0219te \u00eencerc\u0103ri moderate de reducere a consumului \u0219i tranzi\u021bii spre energii curate, \u00eencearc\u0103 s\u0103 proceseze emisiile de carbon, s\u0103 le recaptureze \u00een ad\u00e2ncul p\u0103m\u00e2ntului (o tehnologie modern\u0103 \u00eencearc\u0103 folosirea CO2 pt extragerea gazelor de \u0219ist). China, India, Rusia, \u021b\u0103ri care se str\u0103duie pe drumul industrializ\u0103rii, preocupate de nou-g\u0103sita prosperitate, nu vor s\u0103 se supun\u0103 unor cote de poluare, unor limite energetice care le-ar face, asemeni Europei, mai pu\u021bin competitive.<\/p>\n<h2>NUCLEAR<\/h2>\n<p>Foamea noastr\u0103 de energie din anii de cre\u0219tere economic\u0103 2000-2007, ridica pre\u021bul livrei(lb) de uraniu de la 40$ (in 2008) la peste 70 (2011). China, cu cele 15 reactoare \u0219i \u00eenc\u0103 26 \u00een construc\u021bie, cu multe altele pe drum, al\u0103turi de celelalte \u021b\u0103ri, \u00eempingeau pre\u021bul uraniului tot mai sus. La urma urmei, cam toat\u0103 lumea este de acord c\u0103 energia nuclear\u0103 e una din cele mai non-poluante. Dup\u0103 zeci de ani \u00een care s-au opus energiei nucleare, sub presiunea pericolului \u00eenc\u0103lzirii globale, mul\u021bi dintre activi\u0219tii ecologi \u00a0au ajuns la concluzia c\u0103 energia nuclear\u0103 este singura noastr\u0103 solu\u021bie rapid\u0103, pragmatic\u0103 de a stopa poluarea. <a title=\"Pandora's Promise Trailer\" href=\"http:\/\/www.youtube.com\/watch?v=7fm8SVLOacQ\" target=\"_blank\" rel=\"noopener\">Pandora\u2019s Promise<\/a> (o evaluare pro- \u0219i contra- <a title=\"Pandora's Promise on CNN\" href=\"http:\/\/www.youtube.com\/watch?v=9kF6KAdqKX0\" target=\"_blank\" rel=\"noopener\">aici<\/a>)este un documentar care subliniaz\u0103 argumentele acestei schimb\u0103ri. <strong>Energia nuclear\u0103 este cea mai curat\u0103&#8230; p\u00e2n\u0103 se \u00eent\u00e2mpl\u0103 ceva<\/strong>. S-a \u00eent\u00e2mplat la Cernob\u00eel \u0219i, \u00een 2011, s-a \u00eent\u00e2mplat la Fukushima..<\/p>\n<p>Dup\u0103 Fukushima, evenimentele, \u00eengrozitoare \u00een sinea lor, n-au putut fi evaluate corect de c\u0103tre guverne pentru c\u0103 isteria maselor a luat preceden\u021b\u0103. China a \u00eenghe\u021bat programele de construc\u021bie a centralelor nucleare \u0219i a ordonat o investiga\u021bie a siguran\u021bei proiectelor. Din 2013 au revenit la construc\u021bia de centrale nucleare, av\u00e2nd acum \u00een lucru 34 (da, n-a\u021bi citit gresit).<\/p>\n<p>Germania, sub presiunea manifesta\u021biilor (250,000 de germani au manifestat \u00een martie 2011 \u00eempotriva nuclearului) \u0219i a lobby-ului ecologic, a anun\u021bat \u00eenchiderea imediat\u0103 a 8 din cele 17 centrale nucleare, cu restul fiind \u00eenchise gradual, ultimele p\u00e2n\u0103 \u00een 2022. Ceea ce mul\u021bi germani nu au luat \u00een calcul este c\u0103 energia nuclear\u0103 \u2013 printr-o mic\u0103 tax\u0103 aplicat\u0103 fiec\u0103rui kW generat nuclear &#8211; furniza guvernului fondurile de tranzi\u021bie c\u0103tre energii neconven\u021bionale<strong>. \u0218i cum va acoperi Germania necesarul energetic p\u00e2n\u0103 \u00een 2022, c\u00e2nd vor fi \u00eenchise at\u00e2tea centrale nucleare? Cu o cre\u0219tere substan\u021bial\u0103 a folosirii c\u0103rbunelui<\/strong>, bine\u00een\u021beles \u2013 cea mai poluant\u0103 metod\u0103 de producere a energiei. Costurile acestei tranzi\u021bii, e\u0219alonate pe urm\u0103toarea decad\u0103, sunt de 55 miliarde EU, pe l\u00e2ng\u0103 cele 13 miliarde EU cu care guvernul subven\u021bioneaz\u0103 energia curat\u0103. Aceasta e cifra oficial\u0103. Pentru a-\u0219i completa necesarul, de atunci cump\u0103r\u0103 energie de la francezi, pe bani frumo\u0219i, situa\u021bie care nu ajut\u0103 deloc industria italian\u0103.<\/p>\n<p><strong>Energia nuclear\u0103 este una din pu\u021binele energii care nu produce CO2, are un cost total de produc\u021bie extrem de rezonabil \u0219i&#8230; nu trebuie s\u0103 fie periculoas\u0103.<\/strong> Datorit\u0103 investi\u021biilor uria\u0219e necesare unei noi centrale, nu este fezabil s\u0103 le \u00eenlocuim dec\u00e2t dup\u0103 zeci de ani de func\u021bionare, c\u00e2nd costurile s-au amortizat. \u00cen acest timp \u0219tiin\u021ba avanseaz\u0103 \u0219i avem deja o sum\u0103 mare de inova\u021bii care aduc o siguran\u021b\u0103 \u00eembun\u0103t\u0103\u021bit\u0103:  (opereaz\u0103 la presiune atmosferic\u0103 \u2013 explozii ca la Fukushima nu sunt posibile, e de 4x mai r\u0103sp\u00e2ndit ca uraniul, produce mai pu\u021bine de\u0219euri, mai pu\u021bin toxice), <em>centrale cu metode de r\u0103cire pasiv\u0103<\/em> \u2013 cum ar fi <a title=\"Westinghouse Nuclear Plant\" href=\"http:\/\/www.ap1000.westinghousenuclear.com\/ap1000_glance.html\" target=\"_blank\" rel=\"noopener\">Westinghouse AP 1000<\/a> (care n-ar exploda la pierderea r\u0103cirii \u0219i nici n-ar avea nevoie de interven\u021bie uman\u0103 o perioad\u0103 lung\u0103 dup\u0103 un accident) etc.<\/p>\n<p><strong>Personal cred c\u0103, \u00een ciuda dogmatismului unui segment de popula\u021bie, prea pu\u021bin informat, energia nuclear\u0103 este una din solu\u021biile pe care le avem\u00a0 la \u00eendem\u00e2n\u0103, cu care putem \u00eemp\u0103ca \u0219i capra \u0219i varza. Poten\u021bialul este enorm. \u201cDe ce nu o folosim?\u201d este o \u00eentrebare pe care to\u021bi ne-o punem de zeci de ani. Conspira\u021bii malefice ale companiilor de petrol \u0219i gaze, indolen\u021b\u0103 sau corup\u021bie guvernamental\u0103?! Adev\u0103rul este departe de a fi at\u00e2t de simplu. Aceste tehnologii au un num\u0103r de argumente care lucreaz\u0103 \u00eempotriva lor.<\/p>\n<ul>\n<li>\u00a0<strong>producerea energiei depinde de condi\u021bii necontrolabile de mediu<\/strong>: prezen\u021ba, din abunden\u021b\u0103, a soarelui \u0219i v\u00e2ntului. Pozi\u021bionarea centralelor eoliene \u00eentr-o regiune cu 100 de zile v\u00e2ntoase pe an n-ar fi o investi\u021bie rezonabil\u0103.<\/li>\n<li><strong>stocarea energiei<\/strong> pentru asigurarea necesarului atunci c\u00e2nd aceste condi\u021bii nu sunt \u00eemplinite (noaptea, c\u00e2nd e \u00eennorat, c\u00e2nd nu bate v\u00e2ntul). La ora actual\u0103 energia este produs\u0103 \u201cla cerere\u201d \u2013 avem o inabilitate de a o stoca.<\/li>\n<li><strong>costul considerabil al instala\u021biilor \u0219i randamentul economic sc\u0103zut<\/strong> (de obicei energia produs\u0103 e redus\u0103). Din Bibliografie, Costul Energiei per Surs\u0103, se poate observa c\u0103 pre\u021bul total per MW, \u00een $, este de\n<ul>\n<li>Eolian \u201c\u00een larg\u201d &#8211; 221<\/li>\n<li>Solar fotovoltaic &#8211; 144<\/li>\n<li>Solar Termal &#8211; <b>261<\/b><\/li>\n<li>C\u0103rbune clasic \u2013 100<\/li>\n<li>C\u0103rbune modern cu captur\u0103 de CO2 \u2013 135<\/li>\n<li>Gaz Natural, ciclu avansat \u2013 <b>65.7<\/b><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><em>Bine, dar planeta e mai important\u0103! De ce ne uit\u0103m la bani? Pentru c\u0103 guvernele se confrunt\u0103 cu acelea\u0219i g\u00e2nduri \u0219i dileme cu care v\u0103 confrunta\u021bi dumneavoastr\u0103. Dac\u0103 v-a\u0219 spune c\u0103 am g\u0103sit o solu\u021bie la problema voastr\u0103 imobiliar\u0103 \u2013 o vil\u0103 de numai 3.2 mil EU pe Coasta de Azur, m-a\u021bi \u00eenjura de mam\u0103 (\u0219i bine a\u021bi face)<\/em>.<\/p>\n<ul>\n<li><strong>rezisten\u021ba popula\u021biei.<\/strong> Pare surprinz\u0103tor c\u0103 popula\u021bia s-ar \u00eempotrivi m\u0103surilor ecologice. Este un fenomen psihologic care se nume\u0219te \u201c<em>nu \u00een curtea mea<\/em>\u201d (\u201c<em>not in my backyard<\/em>\u201d) \u0219i care se manifest\u0103 prin \u201c<em>Da, bine\u00een\u021beles c\u0103 sunt de acord cu energia eolian\u0103&#8230; numai nu cumva s\u0103 pune\u021bi \u00een spatele fermei mele asemenea monstruozit\u0103\u021bi<\/em>\u201d).<\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\">Iat\u0103 un documentar despre proteste anti-eoliene: <span style=\"text-decoration: underline;\">http:\/\/www.youtube.com\/watch?v=WJgYZfX4lLc<\/span><\/p>\n<p style=\"padding-left: 60px;\">O central\u0103 solar\u0103 (din cele moderne, cu stocare, a\u0219a numitele \u201ccentrale solar termale\u201d) a fost blocat\u0103 \u00een Cloncurry, Queensland, Australia datorit\u0103 \u00eengrijor\u0103rilor legate de \u201cpoluarea luminoas\u0103\u201d.<\/p>\n<ul>\n<li><strong>Multitudinea de tehnologii paralele, adeseori \u00een competi\u021bie<\/strong>, fiecare cu lobby-ul lor. Guvernele au probleme \u00een a alege tehnologia corect\u0103 \u2013 investi\u021bii de zeci \u0219i sute de milioane $ reprezint\u0103 investi\u021bii serioase pentru care factorii de decizie r\u0103spund cu slujba dac\u0103 nu au succes.<\/li>\n<li>Diverse alte piedici. Recent am urm\u0103rit un documentar despre centralele eoliene. M-a \u0219ocat o problem\u0103 care nu-mi trecuse niciodat\u0103 prin minte. Ele sunt plasate \u00een zone de v\u00e2nt puternic \u0219i relativ constant. Ajung acolo dezasamblate \u00een 7 piese, cea mai grea c\u00e2nt\u0103rind&#8230; 77 tone. Pentru asamblarea lor e nevoie de o macara special\u0103 care nu poate opera \u00een zilele de v\u00e2nt puternic. Probabil acest caz ar c\u0103dea la capitolul costurilor majore implicate de energiile neconven\u021bionale \u2013 imagina\u021bi-v\u0103 echipe \u00eentregi, utilaje a c\u0103ror loca\u021bie poate fi zeci de mii $ pe zi, imobilizate, a\u0219tept\u00e2nd acea zi \u201cciudat\u0103\u201d c\u00e2nd v\u00e2ntul se \u00eembl\u00e2nze\u0219te.<\/li>\n<\/ul>\n<p>Asta nu \u00eenseamn\u0103 c\u0103 lucrurile nu se mi\u0219c\u0103, c\u0103 nu avans\u0103m spre tehnologii a\u0219a numite \u201c<em>curate<\/em>\u201d (oarece <em>\u201cmurd\u0103rie&#8221;<\/em> exist\u0103 \u00een fiecare caz). Celulele fotovoltaice \u2013 pentru panourile solare \u2013 devin tot mai eficiente \u0219i, la fel de important, tot mai ieftine: <a title=\"Photovoltaic cells\" href=\"http:\/\/www.bbc.co.uk\/news\/science-environment-23327755\" target=\"_blank\" rel=\"noopener\">articol<\/a>.<\/p>\n<p>Surprinz\u0103tor este c\u0103, \u00een topul \u021b\u0103rilor care depun eforturi sus\u021binute \u00een domeniul energiilor neconven\u021bionale, g\u0103sim at\u00e2t \u021b\u0103ri la care ne-am a\u0219tepta: Germania, Spania, Japonia (#1 la energie solar\u0103) c\u00e2t \u0219i doi mari poluatori: US \u0219i China. China este \u0219i produc\u0103torul a 63% din toate celulele solare folosite din lume. Celulele produse aici cost\u0103 at\u00e2t de pu\u021bin \u00eenc\u00e2t UE i-a acuzat de dumping \u0219i au amenin\u021bat c\u0103 vor bloca importurile din China (dilema dintre \u201csus\u021binem industria local\u0103\u201d SAU \u201cvrem aer curat cu costuri minime\u201d). \u00cen 2010, China a devenit cel mai mare produc\u0103tor de turbine de v\u00e2nt, surclas\u00e2nd Danemarca, Germania, Spania \u0219i US.<\/p>\n<p>Chiar \u0219i a\u0219a, \u00een numele adev\u0103rului \u2013 care, naiba s\u0103-l ia, nu \u021bine cont de credin\u021bele noastre personale \u2013 trebuie s\u0103 arunc\u0103m un ochi la distribu\u021bia produc\u021biei de energie electric\u0103 la US \u0219i cea a Chinei:<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Produc\u021bie total\u0103 approx 26 PWh (<strong>26.000TWh<\/strong> \u2013 2010 ) \u0219i importuri de \u00eenc\u0103 peste 3.000TWh<\/p>\n<ul>\n<li><strong>21.600\u00a0<\/strong>TWh\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u2013 din c\u0103rbune<\/li>\n<li>\u00a0 \u00a0 \u00a0 \u00a0615 TWh \u00a0 \u2013 hidroelectric\u0103<\/li>\n<li>\u00a0 \u00a0 \u00a0 \u00a0227 TWh \u2013 eolian<\/li>\n<li>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 7 TWh \u2013 solar<\/li>\n<\/ul>\n<p>Dup\u0103 cum vede\u021bi, din totalul de 26000 TWh, o mic\u0103 propor\u021bie sunt produ\u0219i din surse \u201ccurate\u201d de aceast\u0103 \u021bar\u0103. Ca s\u0103 ad\u00e2ncim perspectiva, trebuie spus c\u0103 aceast\u0103 \u021bar\u0103, \u00een 2012, a<strong> investit 65.1 MILIARDE USD \u00een energii neconven\u021bionale, care este circa 30% din tot bugetul \u021b\u0103rilor G-20 pentru acest subiect.
